Requirements

Minimum Qualifications:

Bachelors Degree in Engineering or Construction Management or related field plus 6 years of related experience or demonstrated equivalency of experience and/or education

U.S. Citizenship is required, due to the nature of the work

Valid U.S Driver’s License required to visit project sites, clients, and other AECOM offices. As a condition of employment, selected candidate must pass a Motor Vehicle Records review

Strong knowledge of QMS processes in large-scale infrastructure projects

Responsibilities

AECOM is seeking an experienced Deputy Quality Lead to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program among other project opportunities available at AECOM.

AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, commercial management, and capacity building. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.

The Deputy Quality Lead will support the Program Quality Lead in managing, executing, and continuously improving the Quality Management System (QMS) for this large, complex program with Construction Manager at Risk (CMAR) contracting type. This position provides leadership and oversight across design, construction, supplier, and program-wide quality functions, ensuring compliance with federal guidelines (FTA, FRA), contractual requirements, technical specifications, and Build America, Buy America Act (BABA) provisions. The role requires hands-on field involvement, cross-functional coordination, high-level analytics, and the ability to guide quality teams and project leadership toward proactive quality management and continuous improvement.

The ideal candidate is an experienced quality leader with a strong background supporting large, multidisciplinary infrastructure programs—preferably within the rail or transit sector—and a deep understanding of the CMAR delivery model. The position requires regular attendance at the Integrated Project Office (IPO) and the construction sites in Baltimore, MD.

Lead development and implementation of the Quality Management System (QMS), including policies, plans, procedures, work instructions, checklists, and quality tools, aligned with FTA 15 Essential Elements
