Responsibilities
Analyzes and develops human resources issues, policies and procedures, and makes recommendations to senior management.
Reviews and authorizes invoices and makes timely payments and develops budgetary proposals as required.
Provides the Payroll Unit with appropriate notification and information on new hires, promotions, demotions, leaves and terminations; may manage and audit the timekeeping/payroll function.
May develop, recommend and implement recruitment strategies to fill vacancies at the managerial and non-managerial level, including the use of employment advertisements, other governmental agencies, search firms, the resume bank and walk-in candidates.
May participate in collective bargaining negotiations and labor/management meetings; administers and interprets collective bargaining agreements, reviews and prepares material for arbitration and impasse proceeding.
Prepares cost estimates and analyses of union demands.
