Job Description:

Reporting to the Vice President, Business Transformation, the Director, Compliance Operations is accountable for ensuring corporate operating activities are compliant with applicable external legal obligations, such as Alberta Reliability Standards (ARS) and ISO Rules. Working closely with the line organizations across AltaLink and the Legal and Regulatory team you will lead and establish a focused “Compliance Management Office” that ensures adequate evidence is collected, mitigation and action plans are completed on time, and continuous improvement plans are in place to ensure AltaLink’s continued focus on compliance and best practice.      

The successful candidate will lead and establish a multi-disciplined team of approximately 4-6 staff of program managers, engineers and analysts.  Your responsibilities ensure that the team has the skills, tools, processes, procedures, and resources it needs to manage and monitor AltaLink’s compliance requirements within the provincial, regional, and Canadian standards and requirements for reliable operation and construction of AltaLink’s transmission system.  You will ensure the line organization is meeting its responsibilities to produce evidence of compliance with applicable ARS and ISO rules and regulations.  You will be a key senior leader within AltaLink’s leadership team defining our future direction, establishing targets and plans, and fostering a culture of accountability, transparency and compliance across functional teams.  The Director plays a critical role in safeguarding the integrity of AltaLink’s operations and reputation through proactive engagement, sound compliance governance, and mitigation of risk. 

Responsibilities

  • Leads the development and enforcement of internal compliance policies, procedures and controls
  • Develops and reviews compliance performance including key metrics and incident (non-conformance or non-compliance) and validates that the program achieves its intended outcomes and meets external requirements
  • Leads and coordinates cross-functional working groups and collaborative efforts to ensure continuous improvement of the relevant standards, processes, technologies, and evidence for compliance
  • Develop strategies and plans to align compliance efforts with broader corporate objectives and ensure reliability and compliance considerations are adequately incorporated into business plans and tariff applications
  • Leads the development of processes and practices to guide the various functional areas in conforming to the compliance program
  • Manage and sponsor the implementation of new and current Compliance Management Systems and tools
  • Ensures the compliance team provides support to operational personnel to understand how they can contribute to ensuring the success of AltaLink’s compliance program, such as:
  • Drafting of self-reports and mitigation plans
  • Addressing self-report mitigation plan milestones and other corrective actions
  • Completing RSAWs
  • Direct and support improvement initiatives that ensure consistency across functional areas in capturing evidence and compliance processes
  • Ensures all incidents are assessed for cause and actions for improvement are identified
  • Facilitates investigations, initial investigation calls, and ensures external self-reports are completed, actions tracked and followed up
  • Leads RACM reviews and improvements, including identifying control improvements & sustainment activities with process owners
  • Maintains central issues/action registers and monitors completion and effectiveness, including audit action items
  • Provides compliance assessment reports of sufficiency and risk to leaders.  Work closely with functional teams to integrate and improve compliance requirements into day-to-day activities
  • Coordinates internal and external audits and compliance assurance activities working with Legal
  • Working closely with Legal, recommend and implement required governance mechanisms to monitor and ensure compliance
  • Work with Legal and Regulatory teams to reduce duplication of effort, streamline workflows and clarifying processes
  • Facilitate periodic executive steering committee meetings to update the CEO and executive on plans, progress and risks
  • Identify and assess compliance risks in collaboration with line organization leadership and Legal/Regulatory team.  Develop, recommend and implement actionable mitigation plans for complex issues

Industry Engagement

  • Develop and maintain relationships with the industry peers, and actively participate, as required, in industry activities related to rule development (e.g. AESO, AUC, MSA)
  • Participate in industry groups with Berkshire Canada and Electricity Canada to promote sharing learnings and best practices
  • Influence the impact of the development and direction of new requirements and standards; and ensure that AltaLink’s views are expressed and addressed to customer benefit 

Management

  • Prepare and operate within departmental operating and capital budgets 
  • Set goals and ensure appropriate metrics and targets are in place for the compliance team to deliver on specific compliance process improvements and key deliverable
  • Develop and implement staffing plans and implement systems and tools to support the implementation of new and current compliance processes
  • Demonstrate key behaviors and meet identified expectations outlined in our four cultural pillars – one team, continuous improvement, customer focus and personal accountability

Qualifications

  • Education and experience equivalent to a diploma or degree in Engineering or a related field from a recognized post-secondary institution;
  • Minimum of 10 – 15 years of industry related experience;
  • Professional Engineering designation in Alberta (or equivalent may be considered);  
  • Proven leadership ability, proven management and leadership role experience of 10+ years;
  • Proven ability/experience in above noted responsibilities;
  • Previous experience with ISO Rule and ARS compliance management;
  • Ability to think and plan strategically, and develop relationships both internally and externally;
  • Ability to assess business needs and develop pragmatic solutions; 
  • Requires a business and technical understanding of the electrical transmission business along with a working knowledge of transmission maintenance and operation areas;
  • Knowledge of power system operations with several years’ experience in real-time power system operations and/or power system engineering, including supervisory experience;
  • Proven ability to lead process development, strategy development and initiatives to align, support and integrate;
  • Experience in budget development and management;
  • Excellent leadership skills leading teams in a dynamic changing real-time environment, including change management of complex initiatives;
  • Strong written and oral communication skills;
  • Effective communication and interpersonal skills to interface with team members and customers to promote positive customer outcomes;
  • Ability to problem solve, make decisions, and delegate;
  • Ability to manage and assist team and peers on multiple competing priorities;
  • Meet required security requirements for the role;
  • Ability to engage in the real-time 24x7 nature of the operation, with occasional off-hour work weekend activities, as required;
  • Proven track record of good attendance and performance.
